The software organization in our example was increasingly involved in competitive bids for fixed price contracts. On the one hand, they wanted to improve their processes in order to increase development productivity. On the other hand, they needed a reliable basis for negotiating their development costs with software contractors. They did, however, have neither an explicit cost model nor a large historical database of projects upon which to build such a model.
